Article Abstract:
There is a need for local governments in California to participate in the newly deregulated electric industry to prevent overpricing or mistakes in billing. AB 1890 was proposed to authorize local governments to aggregate to customer accounts. More savings will be accumulated by residential customers because they would share accounts with the local government, commercial and industrial facilities. However, private distributors such as Edison said that the local government would have to device their own accounting, metering and billing systems which would cause additional charges as well.

Article Abstract:
The murder of a Los Angeles child has exposed the flaws in California's Child Welfare Services, threatening about 90,000 children in the state. Parents in the dependency system have often resorted to physical violence, apart from drug abuse. About 660,000 cases of child abuse and neglect in California were reported in 1994. A study in Jan 1996 exposed government's inability to handle incidences of child abuse and reliance on foster care. The family reunification rate can be improved if the government funds support services during and after the reunification.

Hurrying up to lead
Article Abstract:
The California Public Utilities Commission is feeling the pressure brought about by its decision to deregulate the electricity sector. Market forces have compelled the commission to reevaluate its position. The same consensus that gelled the decision to break the utility monopoly has led to issues such as Legislature's influence in reforms and identifying the party that will shoulder unprofitable utility resources.
