The effect of subsidies in kind on the choice of a college
Article Abstract:
Government subsidies in kind may reduce rather than increase investment in the subsidized good. A study of college choice indicates that the existence of subsidies in the form of public shcool scholarships and grants considerably reduces investment in private college education. While choice of college normally involves the matching of ability to quality, such subsidies encourage the trade-off of college quality for public subsidy. Thus, the subsidy increases access to higher education at the expense of the quality of the education students choose for themselves.

It is demonstrated that subsidizing these gifts would increase social welfare. Social welfare is enhanced because of the direct effect on the donee's utility and the indirect effect on the donor's utility.
