Article Abstract:
Political appointments and leadership changes are presented. Pres Clinton haschosen Leon Pinetta to become the director of the Office of Management and Budget. Panetta's proficiency in handling the budgetary process makes him an eligible choice for the position. Norm Mineta succeeds Robert Roe as chairman of the House Public Works Committee. He vowed to prevent pork barrel interests from interfering with infrastructure projects. Meanwhile, Dick Armey won the chairmanship of the Republican Conference. His defeat of moderate Republican Jerry Lewis showed the increasing right-wing leaning of the Republican Party.

Base-closing roulette
Article Abstract:
A delegation of California legislators trooped to Washington to lobby for federal aid but the announcement of the list of bases which were to be closed down diverted their attention. The list included nine California bases and their closure would costCalifornia 80,000 jobs. Defense Sec Les Aspin later deleted the McLellan Air Force Base and the Long Beach Naval Shipyard from the list but this elicited mixed reactions from the California delegation. Some contended that the decision resulted from political motives although Aspin denied the allegation.
