Redevelopment on the run

Article Abstract:

The poor public perception of redevelopment agencies has prompted California governor Gray Davis to propose that property tax revenues be shifted from redevelopment to schools. Local governments who depend on redevelopment funds flowing into their budget are protesting the move. The positive and negative aspects of redevelopment agencies are discussed.
