Reform in a cold climate: Change in US campaign finance law
Article Abstract:
The success of the Bipartisan Campaign Reform Act (BCRA) of 2002, which was the first major change in federal campaign finance law in a quarter of century in the US, is presented. The reasons, for why the issue of campaign finance emerged, but attempts at reform failed, are explained and the legislative struggle that resulted in BCRA's enactment is described.
