Article Abstract:
Cutbacks in defense budget, illegal immigration and the fiscal crisis are some of the problems faced by California which prevent the state from fulfilling its dream. National disasters such as the Northridge earthquake has also hampered its development and most of the federal benefits have gone to disaster aid. Proposition 13 and Proposition 187 are the important features of the political procedure of the state.
