Slush fund pays for officeholders' "ordinary and necessary expenses."
Article Abstract:
The constitutional officers fund (COF) provides certain public officials a $10,000-a-year expense account for expenses related to their duties. However, the COF law has no clear-cut definition of what these expenses should entail and this results in the public official's discretion on how the funds may be spent. Some politicians argue that the fund is necessary and see no need to account for their expenses. Others propose that the controller's office which reviews the expense claims apply stricter measures to prevent officials from abusing this privilege and enforce rules that will limit the use of these funds.

Vic Fazio
Article Abstract:
Victor Herbert Fazio Jr., the Democrat congressman, was elected as chairman of the House Democrat caucus for the second time in November 1996. Factors, such as Clinton's performance, backing from agriculture, huge fund raised for reelection bid and his welfare reform proposals contributed to his election. Fazio's support from California's 3rd district is diminishing, which poses problems for him in the future. Brought up in rural northern New Jersey, Fazio helped in the drafting of California's open-records laws, and led the Democratic Congressional Campaign Committee from 1991 to 1994.

Auburn Dam
Article Abstract:
The proposed construction of the Auburn Dam shows a deep chasm between state and congressional representatives centered on the issue of storage, conveyance, use of water and degradation of the environment. The dam was sanctioned by Congress in the 1960s, but attempts to revive it in 1992 were frustrated by a Democrat-led House of Representatives. The dam controversy threatens to affect re-election prospects of several Californian leaders on the transportation committee, especially Long Beach Representative Steve Horn.
