The age of do-it-yourself redistricting
Article Abstract:
The Statewide Database contains demographic and electoral statistics that the California Legislature will use to reorganize the state's political geography. Most of the reorganizing will focus on the congressional districts. Early calculations indicate that the state's 52-member delegation will probably expand by two, and possibly three, new seats. This reflects the shift in national population from states in the Northeast to states in the South and West. The new districts are likely to be in the Inland Empire and the Central Valley.

Article Abstract:
Plans to reapportion California's political boundaries make both Republicans and Democrats eager to win the governorship in 1998. The enthusiasm stems from the fact that partisan control of Congress until the year 2007 will largely rely on the re-mapping of the state's congressional districts. If the Democrats win the governorship in California in 1998, they might be inspired to gerrymander as a counterbalance to the Republicans' control of Congress. The possible redrawing of districts in 2001 gains another perspective with the potential change in the interpretation of the federal Voting Rights Act. The Democrats' readiness to break up existing minority districts to maximize voting strength is now the subject of debates.
