The framework document on Northern Ireland and the theory of power-sharing

The 1995 "A Framework for Accountable Government in Northern Ireland" developed by the UK government demonstrates that it recognizes that consocial governance is a necessary component to resolving conflicts in Northern Ireland. Though power-sharing efforts failed in 1974, the UK understands that power must be shared in any arrangement shy of complete partition. The document's commitment to shared control, and to acknowledging relations with Ireland, is notable because the UK is the only EC country that eschews proportional representation and adheres to majoritarian rule.

Time, territory, tradition and the Anglo-Irish 'peace' process
Article Abstract:
The peace process in Northern Ireland initiated in Nov 1995 was interrupted in 1996 because of impatience on the part of Sinn Fein, but the ceasefire has returned since the Canary Wharf bombing in Feb 1996 and the siege in Drumcree. Many commentators see the Anglo-Irish peace process as necessarily slow given the long history of hostilities. Irish authorities are sceptical of UK efforts on decommissioning, and Sinn Fein believes it is not be allowed to participate fully. The greatest hope may lie in ensuring an inclusive approach.

Making progress in Northern Ireland? Evidence from recent elections
Article Abstract:
The minimal attention paid to the election of councillors to Northern Ireland's local authorities in May 1997 was not surprising. Councils have few functional responsibilities. The minor role is reflected in the level of council budgets. Local government in Northern Ireland, however, has significance beyond this election process.
