The numeraire matters in cost-benefit analysis
Article Abstract:
An analysis of numeraires reveals that an individual numeraire is not equal when all are added up to determine benefits. The choice of numeraires is important in emissions credit trading and government policy should recognize differences between credits and should compensate for these benefits so as to maximize their computation. It is therefore a practical choice to keep numeraires separate during their computation so as to facilitate accuracy and remain unbiased.
