The knowledge of Statement of Net Cost- a component of the basic financial statements provides a better understanding of the cost of government operations in terms of increase or decrease in the agency's net cost compared to previous fiscal year and the contribution of each department to the variation in the net cost. The authentic information of the evaluation of program performance can help the individual government managers to improve the effectiveness of the program under operation.

The application of the finding paradigm- an efficient tool to assess the performance of all kinds of government, private and nonprofit operations and programs to a search for audits of output and outcome is discussed in the article. The components of finding paradigm like criteria, condition, effect and cause are analyzed as assessment tools of the outcome performance.
