Congressional District 17
Article Abstract:
Democrat Leon Panetta had to leave his post at the 17th Congressional District after Pres Bill Clinton appointed him as the director of the Office ofManagement and Budget. The seat is being contested by 26 candidates and early indications show Assemblyman Sam Farr leading the pack. However, Farr has to gain 50% of the vote to secure the position and a run-off will be held incase no one achieves the required percentage. The 60% Democrat registry of voters assures that the top Democrat will likely win the run-off and other candidates have doubled their campaign efforts.

The open primary and partisan gridlock
Article Abstract:
The new Voter Open Choice Primary initiative on the November 2004 ballot made the November state and federal district elections in the U.S. relevant again. The open primary system will help end the partisan gridlock that has paralyzed Sacramento and allowed many of the California state crises to go unanswered.
