March 1996 primary: ballot propositions
Article Abstract:
Ballot propositions for the 1996 California primary are discussed. They include authorizing the issuance of $2 billion in general obligation bonds for the seismic retrofitting of state-owned highways and bridges; allowing grandparents to transfer real property to their grandchildren without requiring a new appraisal if the grandchildren's parents are already dead; and the elimination of unemployment insurance for former inmates who used to be employed by private firms. Arguments for and against the proposals are given.

March 2004 ballot propositions
Article Abstract:
An analysis of the four propositions such as proposition 55, 56, 57 and 58 on the March 2004 primary ballot are discussed. Proposition 56, an initiative, reduces the majority required to pass a state budget from the current two-thirds to 55 percent while proposition 57 authorizes 15 billion dollar in bonds to allow the state to pay off accumulated debt.
