Article Abstract:
Small businesses and self-employed people have the ability to open medical savings accounts (MSAs) for the first time in 1997. A new federal law permits 750,000 people to open tax-free MSAs for routine health care costs and allows them to buy high-deductible health insurance for major medical expenses. The US is experimenting with MSAs to see if they make insurance more accessible or more costly. The regulations and potential benefits and drawbacks of MSAs are detailed.

Will ERISA spell relief for small businesses?
Article Abstract:
Rep Harris Fawell has proposed legislation that would give small businesses protection from state regulations governing health insurance coverage for employees. The legislation, supported by the National Federation of Independent Business, relies on the Employee Retirement Income Security Act to offer small businesses the protection they need to be able to self-insure.

Twin Cities' setback: with health systems upping their bids, employers find health care is still a seller's market

Sharp bid increases are threatening the financial feasibility of the Buyers Health Care Action Group. The group, made up of 24 self-insured companies, contracted via bidding with health systems in 1997 to provide workers with a variety of benefit choices. In 1998, the systems are hiking bids by an average of 16%. Employers now face higher premium contributions.
