Article Abstract:
The study of health administration should provide skills in the management or avoidance of various risk categories related to health care delivery. These risks may include marketing, underwriting, regulatory, financial and integrative risks. The white paper, 'Accountability for Health Care' focuses only on the integrative risk. It should have addressed accountability by determining the persons responsible for certain categories of risk and the reasons for their accountability.

Health care administrators must implement programs that ensure both 'patient rights' and 'consumer rights.' Aside from understanding these programs, they should know the distinctions between these two concepts. Health management has an 'added value' when performed by health administrators with formal training in health administration. However, health administrators with specialized training do not have secure jurisdiction over their work.

Article Abstract:
Successful health administrators will be judged by their ability to align the interests of clinicians and hospitals with the patients' interests. They will be renowned for their success in delivering essential services and exerting greater influence on basic issues affecting community health status. This is true despite the paradox of managing organizational priorities while maintaining the system's values and goals.
