Companies, such as NYNEX Corp., are beginning to customize health care to meet employees' needs. The NYNEX program provides employees with a score card which rates health maintenance organizations (HMO) on clinical quality, administrative effectiveness and financial soundness. The scorecard, which is based on National Committee for Quality Assurance performance measures, is coupled with an employee satisfaction survey. NYNEX is utilizing the system to cut costs by encouraging employees to subscribe to HMOs.

Large employers have become influential decision makers in health care reform as they bargain to get the most value for their companies' dollars. For example, Xerox, which spends $330 mil each year on health care costs, expects its spending on health insurance premiums to drop 1.9% during 1995. Although the firm allows its employees to get health coverage under a wide variety of plans, it always locates the best health maintenance organization in a given area and offers employees incentives to join.
