Hawaii's health care plan stirs Capitol Hill debate over access
Article Abstract:
Hawaii is introducing a health care reform package that will give universal medical access to all residents of the state. Hawaii will serve as a model for universal health care while the reform issue is debated across the nation. Many small businesses are afraid that any mandate requiring them to provide health insurance will force them out of business, due to high costs. Jack Lewin, Hawaii's director of health, claims the state government needs to coordinate health care benefits with other medical plans, such as Medicare, Medicaid and the Prepaid Health Care Act.

Comprehensive vs. incremental reform: the debate intensifies
Article Abstract:
President Bush's ideas on reforming the national health care system has renewed the debate on whether change requires incremental or comprehensive reform. The incremental versus comprehensive debate reflects a fundamental difference in how each political party addresses health care reform. Those who favor an incremental change claim health care is too important not to try and improve through legislation. While those in favor of comprehensive change argue that a national health care program is what is needed.

Thirteen views from the Hill: congressional leaders paint varying reform scenarios

An interview with thirteen congressional members reveals that they are optimistic about the passage of comprehensive health care reform legislation in 1993. Some of the interviewees include George J. Mitchell, Lloyd Bentsen, Henry A. Waxman, Nancy L. Johnson, Edward M. Kennedy, Jim Cooper and Thomas Daschle. Mitchell is hopeful that Pres Clinton can create a comprehensive health care system by identifying objectives, controlling costs and improving the quality of care.
