A possible cost-cutting measure for each of four segments of the health care industry is provided. Hospitals could consider establishing a critical care observation unit, where a small staff of specialists deals with patients more quickly and cost-effectively than emergency department staff can. Medical groups could use clinical performance data to reduce the costs of high-volume procedures. Health insurance companies and self-insured employers could use Health Risk Management Inc's practice guideline software to help doctors and care managers choose the very best and cost-effective treatment option. Finally, health maintenance organizations could focus programs on preventing specific conditions, such as premature births, smoking and asthma.

Multiyear contracts are replacing negotiated year to year contracts between health maintenance organizations (HMO) and physicians. The long-term contracts, lasting three years or more, allow HMOs to develop a strong community presence by providing quality services at lower costs. Doctors under long-term contracts could earn more than those with traditional annual contracts if pay rates decrease. Community Health Care Partnership Networks in Georgia has successfully integrated multiyear contracts into its organization.
