The Internal Revenue Service (IRS) plans to release an official document outlining laws and scenarios regarding physician recruitment by tax-exempt hospitals. The document marks a change in policy for the IRS by allowing hospitals to fill vacant or new positions if it helps to broaden or to make more effcient the health care services offered. However, the situations and guidelines do not address the issue of physician recruitment for managed care.

Hospitals may appear to lose money on medical practices purchased from physicians, but the practices will eventually generate profits for the institution, according to consultant Marc Halley. As an incentive for physician productivity, hospitals such as Mercy Health System, Janesville, WI, guarantee no annual income for their physicians. Compensation is based on factors including average billings, overhead and patient satisfaction.
