Providers skeptical of LTC reform prospects
Article Abstract:
Health care officials are disappointed that the current Congressional debate over national health insurance does not include long-term care. Current legislation focuses on health care for the uninsured and underinsured and on acute care. The high expense of long-term care, on the other hand, makes it a sensitive, unbroachable political topic. The only long-term care legislation expected to pass in 1992 is a provision repealing a three-day stay requirement for Medicare skilled nursing care coverage.

American Organization of Nurse Executives Pres Gail Wolf believes the health care industry is moving towards a more participatory management style. This will allow staff nurses, nurse managers and nurse executives to climb career ladders and define career paths more easily. Quality care at a reasonable cost is another important issue that nurses directly influence, and participatory management will enhance their effectiveness.

For example, health care leaders tend to believe that the ability to form and communicate a vision of a preferred system is a crucial attribute.
