Article Abstract:
Hospitals face significant challenges in 1999, among which are massive Medicare spending cuts resulting from the Balanced Budget Act of 1997, and even more mergers and acquisitions. Hospital stock prices outpaced the rest of the healthcare services industry in the first half of 1998, and not-for-profit institutions have benefitted from readily available capital as interest rates on tax-exempt bonds fall. Several hospitals have encountered problems due to the year 2000 computer glitch, which exacerbates their existing financial woes.

The American Hospital Association (AMA) has initiated a two-year program, the Organizational Ethics Pilot Institute, which will teach basic management ethics in a workshop setting. The AMA is also examining the influence HMO financial incentives have on physicians' decisions. The American Association of Health Plans has teamed with the Center for Bioethics at the University of Pennsylvania to target issues such as obligations to patients requiring expensive treatments.

Hospital CEOs have several processes to initiate when a buyout offer is made which presents a conflict of interest. CEOs should disclose the offer and the conflict to the hospital board, target operational inefficiencies, set up a public information campaign and survey the community's needs, and develop a contingency plan in the event the hospital is closed.
