Taxation, smuggling and demand for cigarettes in Canada: evidence from time-series data

Article Abstract:

A time-series analysis of Canadian cigarette consumption and taxation between 1980 and 1994 showed that under the condition of taxed sales, the price elasticity of demand for cigarettes are capable of increasing over time. This also suggests that taxation can be an effective instruments in affecting smoking behavior. In a condition of untaxed sales, the elasticity of the demand for cigarettes to the taxation instrument is significantly lower.
