Training physicians: government to influence specialty mix, distribution
Article Abstract:
The White House is expected to propose some type of reform plan to shift the mix of physicians toward more primary care doctors and fewer specialists. One plan receiving government support is a proposal by the Physician Payment Review Commission for all payers to contribute to a national medical education fund. Under the plan, Congress would limit the number of resident slots to the number of US medical school graduates plus 10%. In addition, the Clinton administration favors funding primary care residencies at higher levels than speciality slots. The ramifications of such residency plans are discussed.

ProPAC's advice: help beneficiaries, spare providers
Article Abstract:
The Prospective Payment Assessment Commission (ProPac) has advised Congress to decrease copayments that beneficiaries pay for ambulatory surgery and outpatient radiology services. Reducing copayments would cost the Medicare program $880 million. ProPac also wants to eliminate the Medicare geographic reclassification system and would replace it with a wage index system that is based on the nearest 10 neighboring hospitals.
