AMA welcomes Medicare victories, keep pushing

The American Medical Assn's (AMA) Congressional lobbying efforts have been successful in protecting the interests of physicians in the Medicare reform process. AMPAC, the AMA's political action committee, cited antitrust exemption for physician-run health networks, caps on medical malpractice suits and the guarantee of physician choice in managed care plans as victories for physicians that are evident in the Congressional Republicans Medicare reform legislation. Other victories include a relaxation of restrictions against physician-laboratory self-referrals.

All-payer Medicare rate plan hit

Members of Congress, contemplating health reform measures, are considering a bill that would require physicians to accept Medicare rates from patients and health insurance companies. The AMA and other medical organizations argue against the bill proposed by Chmn Bill Rostenkowski of the House Ways and Means Committee. Opponents claim the law would reduce physicians' incomes by 15-38% and remove their incentives. Opposition also comes from hospitals, which claim their 10% annual rise in costs is beyond their control.

ACP reform plan has global budget, insurance mandates
Article Abstract:
The American College of Physicians has distributed to members of Congress copies of a health care reform plan that would provide spending curbs including limits on payments to doctors and hospitals. In addition to mandatory employer-provided health insurance, public insurance would cover older persons and all needed medical treatment. The plan mandates that providers negotiate fees with payers, that the federal government allocate health professionals and hospital beds and that practice profiles evaluate care.
