Tort reform must be part of health care reform
Article Abstract:
A major reason that US healthcare is so expensive is the high cost of liability insurance, and any reform should incorporate changes in the tort system. Clinton is expected to propose health insurance cooperatives (HIPCs) that purchase insurance from accountable health plans (AHPs). The question is whether either the HIPCs or the AHPs can be held liable if something goes wrong. Participating physicians should have liability coverage provided by the AHPs. California successfully enacted liability reforms which reduced the premium paid by physicians within five years.

Article Abstract:
Creating medical care financing methods is important to speed healthcare reform in the US. The Heritage Foundation's health individual retirement accounts (IRAs), which would set aside money in a special account to pay for healthcare costs, is one reform measure that would improve healthcare. Critics of the health IRA concept claim that the average citizen would not be able to properly manage the funds without assistance. However, primary care physicians could serve as healthcare ombudsman to assist individuals in making complicated medical care decisions.

Bush's health reform plan needs work
Article Abstract:
The Heritage Foundations' health care proposal would correct several weaknesses in President Bush's health care plan. For example, Bush's plan would not reward patients for economizing, but the Heritage Foundation plan includes a number of incentives for patients to watch health care costs. In addition Bush's plan would push more people into managed care systems, but the Heritage Foundation plan would require people to purchase health insurance or enroll in a prepaid health plan.
