All sides want confidentiality, but dispute the 'how to.' (privacy of medical records)
Article Abstract:
The Senate is proposing federal legislation to protect patients' health privacy in a bill called the Medical Records Confidentiality Act. The bill is encountering increasing opposition by parties on both sides of the issue with concerns over such issues as government access to information and alteration of records by patients without doctor involvement. Financial data processor Equifax estimates that paper processing of patient records costs $90 billion per year over the costs entailed in handling the information electronically.

California's managed care proposal: Wilson follows task force's lead with few mandates
Article Abstract:
A new managed care legislative package was rolled out by California Governor Pete Wilson that eliminates mandated coverages but expands coverage in other areas. Some of the package's proposals include state oversight consolidation, increased access to specialists, and allowances for seriously ill patients to keep doctors no longer on the health plan's roster.
