Disability law fear: what price equal access?
Article Abstract:
Physicians express concern that interpretation of the Americans with Disabilities Act of 1990 (ADA) may give patients opportunities to sue. Several legal, medical and ethical experts analyze the law. For instance, the Bush administration blames its rejection of Oregon's plan for health reform on the grounds that the plan violates the ADA because treatment is limited to cases not expected to produce benefits. This interpretation of ADA may make it almost impossible to enact health reform.

State-by-state approach to public health?
Article Abstract:
Pres Bill Clinton has submitted his proposed 1996 budget for federal healthcare agencies to Congress for approval. Clinton's budget includes a $824 mil increase for the Public Health Service, a broad-based division of the Dept of Health and Human Services. The budget also would consolidate many federal health programs. The Centers for Disease Control's 32 programs, for example, would be consolidated into three. The proposal would require state agencies to meet performance goals.
