Hospitals that treat large numbers of Medicaid and Medicare patients plus unreimbursed charity cases are suffering financial losses as the federal government curtails Medicaid compensation. Urban hospitals, such as Albert Einstein Healthcare Network, Philadelphia, PA, find it increasingly difficult to continue serving the medically indigent in their communities. The debate over funds for Medicaid must consider the needs of the uninsured.

Tax tobacco, expand care
Article Abstract:
Oregon and Arizona voters have passed initiatives raising tobacco taxes to fund Medicaid. Arizona's Proposition 203, approved by 72% of voters, will allow Arizona to use revenues raised from a $.40 per pack cigarette tax enacted in 1994 to fund indigent care. Oregon's Ballot Measure 44 raises the cigarette tax by $.30 per pack and the state will use 90% of revenues from the tax to expand Oregon Health Plan, the state medicaid program.

Legal immigrants retain access to AIDS treatment: hospitals retain Medicaid pay for emergency care
Article Abstract:
Two provisions in the immigration reform bill would have severely restricted access to publicly funded HIV care for legal immigrants. The loss in Medicaid funding could have cost hospitals as much as $5 bil in federal funds over a six year period. "Deadbeat sponsors" are the primary reason immigrant households collect public benefits, according to House immigration subcommittee spokesman Allen Kay.
