Consumer protections for people living with HIV within systems of managed care
Article Abstract:
HIV-infected people who are treated in managed care systems require consumer protection. Protection must ensure quality medical care, privacy and confidentiality, and fair health plan marketing practices. Quality care requires the development of national guidelines and state standards and enforceable quality assurance reviews. Individualized treatment and physician advocacy are elements of quality care. People with chronic diseases including HIV infection need special provisions and standards for pain relief during the terminal phase of disease. An information dissemination system should publicize the availability of new drugs, treatments, and research results. HIV-infected people must have access to community services, clinical trials, case management, and home care. HIV-infected patients' medical records and bills must remain private and confidential. Health plans must not use marketing tactics or data to avoid or attract specific groups of people.

HIV/AIDS care at Tokyo Metropolitan Komagome Hospital
Article Abstract:
Tokyo Metropolitan Komagome Hospital has implemented a comprehensive HIV/AIDS treatment program and hopes to enlarge the scope of services. The hospital opened its HIV clinic in 1985, which has treated 432 HIV-positive people since then. It has also offered HIV testing, although many community health centers will begin offering free testing. The hospital itself has treated 214 HIV patients since 1985. Other services include a counseling program, support groups and a telephone hotline to provide information to the public. HIV patients are still stigmatized in Japan and the country lacks informed consent guidelines.
