Costs should not exclude the poor from health care
Article Abstract:
The attempt to recover health care costs by charging user fees has a decidedly negative impact on the poorest citizens of any country, and many developing countries exempt the least affluent of their citizens from charges. Other creative methods of deriving funds are also being studied.

The cost of AIDS

A study on the impact of AIDS in five developing nations suggests that allocating funds for educating and preventing the infection of citizens remains the highest priority. Countries spending higher percentages of health care funds on prevention are more likely to reduce AIDS' spread.
