Dems' reform bills bump into each other
Article Abstract:
Two attempts at health care reform legislation, both initiated by House Democrats, are currently under consideration in the House of Representatives. Both packages place limits on health spending and hospital and physician charges, but the bill proposed by Reps Dingell and Waxman utilizes a value-added tax and payroll taxes to underwrite federally sponsored care for all Americans by the year 2000. The other bill, authored by Reps Stark and Gephardt, opts for expansion of Medicare and Medicaid. Neither bill is given much chance of adoption before election day.

Physician pay cuts coming? AMA pushes change in bills' conversion factors
Article Abstract:
The Congressional Republicans' Medicare reform proposal would cut physician remuneration rates by 12.5% in 1996, a move that is projected to generate $26.4 billion in savings. The physician remuneration rates will be revised downward by rolling back the conversion factors used to computer the relative value of medical services under the Medicare program. The American Medical Assn is lobbying for changes to the conversion factors to give The physicians a level playing field compared to other healthcare providers.

States seek bills for ERISA waivers
Article Abstract:
Two congressional bills have been proposed to modify provisions of the Employee Retirement Income and Security Act (ERISA) that prevent states from passing health reform legislation. David Durenberger sponsors a bill that may affect all states, while Patrick Leahy's proposal would set up a 10-state demonstration. Some of ERISA's provisions protect employers with self-insured health plans. Differences among the state plans are described.
