Improving the quality of care -- can we practice what we preach?
Article Abstract:
All hospitals and doctors offices should begin measuring the quality of care they provide using information technology to help them collect and tabulate the data. In addition, the federal government and the health care industry must create financial incentives for collecting and reporting this data. A study published in 2003 found that American adults only receive half of the care they should be receiving, both in medical care and preventive services.

Paying physicians for high-quality care
Article Abstract:
A review of payment-for-performance initiatives is presented. Topics include origins, goals and rationale, advantages and disadvantages, and prototypical systems such as Bridges to Excellence, the Integrated Healthcare Association's Physician Payment Program, and the Anthem Blue Cross and Blue Shield Plan. Payment for performance means a doctor would receive a financial incentive for improving the quality of care they provide.

The weaknesses inherent in approaches that have consistently favored action over evidence are assessed. A framework is proposed for evaluating the interventions to improve the safety and effectiveness of health care.
