Insurance underwriting guidelines seem unrelated to risk
Article Abstract:
The Texas Legislature allowed the Texas Office of Public Insurance Counsel to investigate what criteria insurance firms in Texas were using to deny or approve health insurance policies. About 90% of the firms were surveyed and were found to be using some factors not related to risk, such as a person's reputation, income and social environment. Texas has passed legislation that enables consumers to sue insurance firms if they can prove that the firm used unfair underwriting criteria that resulted in discrimination.
