The author questions the appropriateness of the US government's decision to increasing funding to combat the threat of biological weapons. The author suggests the current threat has been overstated, and bioterrorism research poses a risk to public health.

The ability of countries to compel the licensing of patents on lifesaving drugs when faced with a public health crisis has been discussed. The patents on the antiretroviral drugs have kept the treatment price out of reach of some developing countries.
