Foreign aid works best when it's self-limiting
Article Abstract:
The northeast African country of Eritrea received two disturbing foreign aid offers in 1992 and Jan 1997. The first offered food and commodity aid in place of privatization of Eritrea's public enterprises, and the second offered support for the country's energy and education programs provided that Eritrea made provisions of gender equality for women. These two instances show that excessive donor involvement in aid management lessens the effectivity of aid by limiting local involvement and capacity building.
