Lab attacks may become a federal crime
Article Abstract:
House and Senate bills would make such activities against animal research facilities as animal theft, vandalism and breaking and entering federal crimes. The Senate bill, introduced by Sen Howell Heflin, applies only to animal research centers. A bill before the House, introduced by Rep Charles W. Stenholm, would apply to both research and agricultural sites. Both bills would require violators to be tried in federal court, and they could serve prison sentences and pay fines, restitution and additional damages.

1st federal practice guideline given; on pain management
Article Abstract:
A panel convened by the U.S. Agency for Health Care Policy and Research released a medical practice guideline on acute post-operative and trauma-related pain management on Mar 5, 1992. The guideline is the first of a series mandated by Congress, and emphasizes health care team collaboration, individualized pain control plans and frequent reassessment. The guidelines are not binding, but health care providers will probably be pressured to follow them.

Prospective payment one way to limit home care costs
Article Abstract:
Legislators could encourage health care delivery efficiency by replacing cost-based payment with a prospective payment system for home care. However, such a system would be difficult to design and implement due to the complexities of home care versus hospitalization. Also, a prospective payment may or may not reduce costs compared to a cost-based system.
