Smells like mean spirit: Labour has discovered a new source for NHS funding - the lottery. The process is likely to be not only pain free, but also are free
Article Abstract:
Over 1 billion pounds sterling of lottery cash could be used to create a fund for health, education and environment projects. This money will however be ringfenced and members of the public will not get any direct medical care from the lottery. The government claims it is committed to using lottery money to support things not already covered by public spending, but economists have found a lack of distinction between lottery money and general government funds.
