Managed competition
Article Abstract:
Managed competition is the health care reform option endorsed by President Bill Clinton. It aims to provide universal health coverage by dividing caregivers and hospitals into 'accountable health partnerships' that compete for contracts with health insurance purchasing cooperatives (HIPC). The price set would be for a comprehensive package of medical services, not individual services. It would end fee-for-service payment, which encourages provision of extra medical services, and would prevent health plans from excluding members because of preexisting medical conditions. HIPCs would also provide a way for small businesses and individuals to band together to get coverage. One crucial question that remains to be answered is whether managed competition would be able to rein in health care expenses. President Clinton said he plans to combine managed competition with an annual limit on expenditures, but any such move will face fierce opposition from private interest groups.

Reform of the Veterans Affairs health care system
Article Abstract:
The Department of Veterans Affairs may ignore patient needs in an effort to streamline health care services to war veterans. The Department plans include the consolidations of some centers, staff reductions, and the modernization of large operations. Such efforts in Chicago have caused heavy opposition by academics and politicians. In addition to hospital closures, physician training positions will be reduced or changed from specialist care to primary care. The generosity of Congress in determining the funding of medical care for veterans will be challenged in coming years.

Health issues, the President, and the 105th Congress
Article Abstract:
One of the goals of the Clinton Administration and the 105th Congress will be to balance the federal budget. However, the only way this can be done without raising taxes is by cutting entitlement spending. Entitlement programs make up 55% of the federal budget and include Social Security, Medicare, Medicaid, food stamps and welfare. Many chairmanships of committees that oversee the US health care system are held by Republicans. One area the Congress is focusing on is expanding insurance coverage to poor children.
