Medicaid reform plan revised, resubmitted

Oregon state officials have revised a controversial Medicaid healthcare reform bill that expands access to care but rations it based on a limited list of covered procedures. The previous version had been criticized for violating the Americans With Disabilities Act of 1990 by overemphasizing quality of life and failing to cover treatments for conditions, such as cerebral palsy, that cannot be cured. The revised version adds coverage for several conditions such as liver transplants for cirrhosis and babies weighing less than 2,500 grams; treatment for late-stage HIV disease is no longer covered.

Oregon weighs revising its Medicaid plan

Oregon's revolutionary new Medicaid plan will be revised after being rejected by the federal government, which claims that it violates the Americans with Disabilities Act. The plan expands Medicaid eligibility but ties it to system that ranks health services in order of importance. Disabling conditions are ranked low on the list. The Health and Human Services Department said it rejected the plan because it found that the quality-of-life survey on which it is based does not value disabling conditions enough.

Ore. budget woes seen threatening Medicaid overhaul
Article Abstract:
A $1 billion budget deficit expected in 1993-95, and an increase in welfare cases, could scuttle Oregon's Medicaid overhaul plan. If approved, the plan would add 120,000 people to Oregon's Medicaid rolls by Aug 1975, and would cost the federal government an additional $110 million between 1992 and 1997. However, Oregon might may be required to shoulder at least part of the extra cost, which could derail the plan altogether.
