Low response kills survey
Article Abstract:
The Health Care Financing Administration (HCFA) discontinued efforts to survey physicians about indirect practice expenses, after three trial surveys failed to bring sufficient responses from doctors. Abt Associates Inc. conducted one trial survey, which received responses from only 27% of doctors contacted, not enough for accurate projections. Congress ordered HCFA to submit by 1998 a revision of the resource-based relative value scale of physicians' payments. Expected increases in Medicare payments are discussed.

Rules changed to avoid interest on delayed claims
Article Abstract:
A new proposal delays start of interest payments on Medicare claims until 28 days after receipt. This results from a law passed in the fall of 1992 which would save the federal government $15 million, offer incentives for physicians to file claims electronically and encourage acceptances of Medicare allowances as full payment. Also, the Health Care Financing Administration has ordered insurance carriers to delay interest payments except for electronically filed claims.
