Medicare review to focus on education
Article Abstract:
The Health Care Financing Administration (HCFA) has initiated a program to monitor Medicare irregularities that emphasizes physician education more than sanctions. The program, called 'Focused Medical Review,' requires carriers to use national statistics on physicians to ferret out practices with high numbers of expensive procedures. At least 800 of the procedures must have been performed, and their cost must be at least twice the national average. The HCFA plans to continue its own investigations into Medicare fraud and abuse.

Residents gain expanded role in review committees
Article Abstract:
A pilot program will arrange for medical residents to participate in residency review committees, which serve as a link between residents and the Accreditation Council for Graduate Medical Education. Of the 26 committees that represent medical specialties, 10 already have some resident participation. John Whyte, chair of the AMA's Resident Physician Section, expresses approval of residents' inclusion on review committees.

N.Y. senator proposes all-payer fund for GME training
Article Abstract:
Sen Daniel Patrick Moynihan (D-NY) has introduced a bill which would establish a trust fund to pay for a sizeable portion of graduate medical training. The proposed plan, the 'Medical Trust Fund Act of 1997,' would fund undergraduate and graduate medical education through a 1.5% tax on health insurance premiums, and Medicaid and Medicare contributions. The Associated Medical Schools of New York has endorsed the bill.
