Legislators and consumer groups in New Jersey and Ohio are concerned about the implications of proposed mergers between state Blue Cross Blue Shield plans and investor-owned health partners. Connecticut Blues to merge with managed care giant

The move will help the state Blues enter the over-65 managed care market at a faster pace than the physician group.
