Lord Cullen's report on the Piper Alpha disaster concentrated on the need to introduce effective safety management systems, emergency response strategies and risk assessments. The UK Oil Operators' Association (UKOOA) believe that a new climate is needed amongst offshore workers and are undertaking a Cost Reduction Initiative for the New Era (CRINE). Offshore workers believe that an open and honest approach is essential to safety offshore, according to a study, but many fear reprisals if they approach line management with safety concerns.
