UK employers prefer to interpret health and safety legislation to prevent injury and ill health in the workplace, rather than promote the well being of employees. The welfare of employees is a vitally important part of health and safety legislation, affecting not only those in the workplace but also their families, social life and general health. The government should education employers about the benefits of welfare in the workplace and promote greater awareness through education and legislation.

Issues concerning the government targets for improving standards of occupational health and safety are discussed. The use of performance indicators to measure progress towards achieving reductions in accidents and ill health is explored.
