Presidential race may revive health reform push

The 1992 presidential campaign has pushed the issue of health reform to the forefront. Pollsters estimate that health reform ranks only third behind the economy and character issues in the minds of voters. But both candidates have been curiously reluctant to embrace the issue. The centerpiece of Pres Bush's plan is a tax subsidy that consumers could use to buy insurance. Bill Clinton is endorsing play-or-pay, a plan that would force employers to provide insurance. Both plans tout managed care networks as a way of reducing costs.

It's almost time - a Clinton reform preview
Article Abstract:
The Clintons' health care reform plan will be unveiled some time in May or June 1993 and is expected to contain sweeping changes for the US health care system. For example, the plan may propose mandatory employer-supplied health insurance, global budget ceilings and new taxes. It may also include strong incentives to encourage the training of primary care physicians. Other features of the plan may include large sales taxes on alcohol and tobacco and short-term price controls for pharmaceutical companies and others.
