Article Abstract:
The most controversial aspect of the Clinton administration's proposals for health care reform are likely to be the fee caps that may be installed as cost control measures. The plan would stipulate that for the first two years of its implementation, federal health spending could not surpass the average increase in domestic output for the previous three years. The proposal would have states establish regional purchasing alliances by the year 1996 that would apply to all levels of government employees. Doctors would serve patients through these alliances and would receive pre-set fees.

MSAs win some, lose some in budget bills

Legislation that includes tax deductible medical savings accounts (MSAs) for holders of private health insurance passed both houses of Congress, but the Senate bill offers lower tax savings. A group of actuaries predicts that younger, healthier persons will support MSAs but retired persons and those in poor health may reject them. The American Medical Assn favors the House version.
