The further development of the World Health Organization's Safe Community Movement and WHO's Safe Community Programme should be guided by information gained from previous efforts in rural Thailand and urban Scandinavia. Community involvement and participation characterize all safety programs.

The goal is to shift the focus from what limits the disabled to how can they be helped to live full lives. This means that a group approach must be taken. The individuals in pressure groups, family, associations, and government agencies must all work towards the goal of empowerment.
