Senator Edward M. Kennedy (D-MA) and Rep. John D. Dingell (D-MI) are sponsoring companion bills that would implement several regulatory changes in the managed care industry, including a ban on health plan restrictions that limit medical communications between physicians and patients. The Kennedy-Dingell bills are part of a spate of new proposals that aim to address managed care abuses; opponents of new legislation claim that supposed managed care abuses are exaggerated and cite the potentially deleterious effects of increased federal involvement.

HCFA readies framework for new insurance options
Article Abstract:
New Medicare options will become available in the fall of 1998 as a result of the Balanced Budget Act of 1997. Called Medicare+Choice, the new options include medical savings accounts, provider-sponsored organizations, and private fee-for-service plans. Medicare+Choice members in each geographic area will receive equal payment amounts from the federal government.
