There is strong opposition to several new managed care quality regulation bills in the U.S. Congress, and compromise is nowhere in sight. Congressional Republicans are divided, and several sponsors of the bills are blaming the Republican leadership for inaction. The controversial provisions involve patient protection under commercial plans, emergency care, and physician-patient communications. There is additional disagreement over costs, liabilities, and the extent of federal intervention.

Insurance reform cracks logjam: breakthrough clouded by continued disputes
Article Abstract:
The House and Senate approved versions of the Health Insurance Portability and Accountability Act but Democrats and Republicans continued to debate specific points of the bill through July 31, 1996. Provisions about use of medical savings accounts and fraud/abuse penalties and definitions were points of controversy. These problems seem likely to be resolved soon but the lack of provisions for mental health care continues to be a source of conflict.
