Regulation in a changing climate
Article Abstract:
The UK government's 1997 five-yearly review of nursing regulatory bodies offers the opportunity to examine the current system of regulation. Health care is increasingly delivered under a partnership or multidisciplinary approach, and appropriate accompanying regulations should be developed. One situation which should be addressed is that some bodies and individuals involved in health care delivery, particularly those in the nursing home sector, are not governed by any regulatory mechanism. The review should also consider the respective roles of the statutory nursing bodies and the royal colleges.

The United Kingdom Central Council guidance 'The Scope of Professional Practice' has had little effect on nursing practice. Normal delay in implementing recommendations may be responsible. However, nurses may be confused over legal obligations and responsibilities. The guidlelines' failure to explain the legal implications of change may limit a valuable initiative.
